That is certainly a difference between men and women with regards to civil responsibility. However, it is not one that has manifested itself in a real way in my lifetime. Women might counter about the real burden of motherhood and home making. None of this is useful to anyone because none of it serves as an effective justification to elevate one gender over the other.
