Personally, I see the use of 'mansplaining' more than I do 'whitesplaining'. And I agree it may be useful in the scenario you described with respect to the hierarchy. It is also useful in being dismissive of someone's comments based on their position in the hierarchy and not based on merit of the comment. The latter is where I see the term used the most.
