People respect others for a variety of things, not just delivering clear and concise messages.
If everyone waited until an idea was fully formed and completely validated before communicating it, then we would never collaborate and we would spend much of our time in our own siloed world in a state of confusion.
The more extroverted members of the team have then willness to start conversations and the humility to admit they don't know everything out loud. They can then lead discussions and can encourage more introverted developers to participate.
I believe that it takes all types. I will agree with one thing about quiet programmers: they are often overlooked and undervalued.
