No, that's not how I see it. Looking at the data, it seems clear to me that fatherhood isn’t valued the same as motherhood. If it were, then we would see a lot more joint (50/50) custody arrangements. The bias in the courts is that women are better parents and having a primary caretaker is better than splitting it. If the mother wants primary custody, she typically gets it.
