It's not necessarily outsourcing that we're talking about. Outsourcing is when a company hires outside expertise for a corporate function. The people hired could be in the same company, location is not a descriptor of outsourcing. If it's in a different country, it's called offshoring. This is nothing new. Offshoring has been a reality for software developers for 20 years.
