1. Community edition of Visual Studio is free and has feature parity with the professional version. You only need a professional license if the organization you're developing for has more than a million dollars of yearly revenue. (last I checked)

2. You can develop .NET applications with VS Code, which is cross platform compatible and free (regardless of the size of your organization).
